1. Mod New Vegas Anti Crash (NVAC) from nexusmods. Works on both, requires NVSE / FOSE. Can be combined with other methods for better results (or additional fixes like lack of hair)
2. Custom d3d9.dll file in games folder - either recommended for GPU or genereted from D3D9Gen (D3D9 Generator) found on nexusmods.
3. Wrapper
a) DXVG - Vulkan wrapper, can be found on github. Just copy d3d9.dll from x32 folder to games folder and thats it. If game is stuttering, run windowed. Can be combined with borderless window mod. Also improve performance.
b) dgVoodoo2 - selectable DirectX wrapper, can be found on github. Copy d3d9.dll from MS\x86 and configurator. Now with try and error must be properly configured. In DX12 like Vulcan can improve performance.
