On games page -> two sliders icon -> manage instalation -> configure... there is a language drop down list. Have you tried that?

Yes, I've checked it through Galaxy. After changing language ~3GB is downloaded and everythinh is in German - menus, subtitles, audio.
It could be offline instalers problem. Either change it in Galaxy or contact support regarding offline files.

It will not work. When changing language in Galaxy (I think there is a third party version for linux), it downloads .ba2 files with German voiceover and subtitles. So you have to change the language outside F4 or download offline installers for German language (and there's where the support can help if the offline installers for DE are wrong)

When installing, German was preset and I started F4 in the installation directory via Fallout4Launcher.exe. Everything is German.
