I know the game page lists minimum reuirements, but they don't mean much to me. I believe my CPU is only slighty below an I5, but for GPU I really have no idea, except that it's a pretty old card. I don't need max graphics or 120fps, if it's playable on min settings that's enough for me.

I was able to run F4 at max settings at 1920x1200 (withoud hi res dlc) on FX 9590 with R9 Fury X with some slowdowns. I don't think HD 7700 is up to the task even for low settings. You could search for used RX 580 / 590 or even RX 6600.

Your GPU is over 10 years old and is below the minimum spec. You might be able to get it running, but it probably wouldn't be pleasant.
