im doing the 2nd adventure and i have somewhere around a needless billion sheep and goats in my city. while i was working on this i saw a bunch of people moving out and i went to look around the 6 neighborhoods i had but they were fully stocked with goods. the buildings simply stopped spawning patrols so they werent getting anything. not just food but also water, culture and the safety buildings werent sending out patrols so my city was collapsing and there was nothing i could do about it.

did i end up capping the units available in a city with goat / sheep spam?

there are legitimately a couple/several hundred of them, the pop was over 10k before it started collapsing and these were my largest industry.

EDIT: the answer is yes. as it turns out having between 47-50 goat/sheep buildings each and trying to max them breaks the game. now we know, theres definitely no need to have that many and more isnt always better XD

There's a non-zero chance that if it can be right clicked that it counts towards some kind of headcount.
i don't know that sounds a lot of sheep and goats. But did you check if the road is properly connected to your population.
I once had all my people leave also only because a water bridge wasn't connecting to them and all people simply left.
It needs to be connected by roads and bridges i think.

yes, adventure 2 is a large mainland with a smaller side island so its pretty easy to fit 15k people. it wasnt just one neighborhood devolving, it was all of them.

i had 47-50 goat and sheep buildings each. i had maxed out the goats and was working on maxing out sheep when i saw the mass swarms of people leaving. turned the 2 areas into one and was able to recover as i didnt even need 20 buildings to provide everything.
